Now restart your system and check for the process in Task Manager. This will also stop the UserOOBEBroker.exe process and prevent it from running.
Disable UserOOBEBroker.exe by creating a new User Account
This may sound bizarre to you but this works, creating a new User Profile in Windows 10 does end the process from running in the background.
Create a new User Profile and start using it as your own new user account.Check for the process if it is still present in the Task Manager.
